In the Nineteen Sixties The Standards for Correction issued by The Federal Bureaucrats of Correction's; Effectively ended many of the modes of discipline commonly utilized by penitentiaries. Nothing since then, has restored that authority which would allow a penal institutions to individually determine the appropriate punishment deemed necessary to prevent infractions of local rule and regulations or to deal with violators in a manner that, restores order and control over the prison population.
